Project description

The City of Steinheim is planning the construction of a new central town hall in order to consolidate the municipal administration, which is currently spread across several locations throughout the city, into a single facility. The existing town hall is a building that is more than 400 years old and no longer meets the functional and spatial requirements of a modern public administration. The WOLFF GRUPPE has been commissioned with project management for this complex development.

The planned construction site is located in an urban context that is particularly sensitive from a planning perspective, as it is surrounded by several listed historic buildings. The objective of the design is therefore to create a contemporary new building that integrates harmoniously into the historic setting while reflecting the architectural character of the surrounding structures.

The original design for the new town hall emerged from an architectural competition. The building comprises three stories of reinforced concrete construction and is articulated by several gabled roofs, referencing the scale and rhythm of the neighboring buildings. The façade is designed as a ventilated curtain wall with vertical lamella elements and a high proportion of glazing, creating bright and comfortable working environments for the municipal staff.

As part of a subsequent design refinement, particular focus was placed on the further development of the façade design, the optimization of the floor plans, and the reorganization of the surrounding open spaces. Due to the adjustments made compared to the original concept, a renewed construction approval by the municipal council was required, which was granted unanimously in March 2026.

Completion of this landmark project for the City of Steinheim am Neckar is planned for the fourth quarter of 2028.

WOLFF GRUPPE GmbH merges PLAN FORWARD GmbH, W+P Gesellschaft für Projektrealisierung mbH, and ARIQQA GmbH into a single legal entity under its umbrella, in accordance with Sections 2 and 20 of the German Transformation Act (Umwandlungsgesetz – UmwG). The business activities of the previously independent companies are fully continued within WOLFF GRUPPE GmbH under the business divisions PLANNING, MANAGING and CONSULTING.
